Work of Art or Public Health Hazard

I enjoyed Jack Krayenhoff's article, "Is This Work of Art A Public Health Hazard?" I ride the bus past this sign... art... whatever, almost every day. I'm not sure if it is a hazard to the public; but I am sure that it is ugly. And confusing. But that is merely a matter of taste. There are other signs, however, that I believe are a definite hazard. I enjoy the flashy colours and animation of displays like the one by the Memorial Arena - during the day. At night, however, they are much too bright, particularly when placed along streets with otherwise conventional lighting. The glare from these signs interferes with the night vision needed to drive safely when it's dark. The effect is magnified when the road and windshield are wet. It would be a simple matter to have these signs dim themselves at night, so that they are not so dramatically brighter than the rest of the lighting along the road. I hope it will not take a preventable tragedy for this change to be made.
